Jeanne Agri
Chief Executive Officer
Jeanne Agri
Jeanne has over 20 years of advocacy and management experience within the nonprofit sector, serving in various direct service and management positions. She started her Community Action career as a Head Start teacher.
Jeanne currently serves as the CEO of Community Action Program Belknap-Merrimack Counties, Inc. (CAPBM), where she is responsible for all aspects of the organization's strategy, leadership, governance, and operations of over 70 programs and services.
In addition, Jeanne leads the executive team at CAPBM in providing a high standard of excellence while empowering low-income families and individuals to become fully self-sufficient.
Jeanne earned her bachelor's degree in Elementary Education with a concentration in Early Childhood Education from Notre Dame College and her Master of Business Administration from Southern New Hampshire University. She recently received her certificate in Strategic Performance Management from Suffolk University.
Michael Tabory

Michael Tabory
Michael joined Community Action in 2006, serving in multiple leadership roles, including Workforce Development program compliance and Human Resources, and now as Chief Operating Officer and Deputy Director for the Community Action Program for Belknap & Merrimack Counties, Inc. (CAPBM), where he works closely with the CEO in all aspects of the agency’s strategy, leadership, governance, and operations of over 70 programs and services.
He also helps drive the organization’s modernization by utilizing his prior experience in technology implementation, project management, website, and marketing services. In addition, Michael is proud to support everyone in the agency in their efforts to advocate for and provide services to the most vulnerable members of our communities to help them find the opportunities to raise themselves, their families, and their communities out of poverty.
Michael studied at the University of Lancaster in England and earned his Bachelor of Science in Computer Science from the University of New Hampshire in Durham, NH.

Jill Lesmerises
Jill has over 31 years of work experience in the nonprofit sector. She started her Community. Action career as an accounts payable specialist before advancing to the position of Staff Accountant.
Jill left Community Action Belknap-Merrimack Counties, Inc. (CAPBM) after 15 years and went to another Community Action agency for four years, where she gained valuable knowledge and experience in her position as Senior Accountant. Jill returned to CAPBM in 2021 to serve as Chief Fiscal Officer.
Jill earned her bachelor’s degree in Accounting from Eastern Connecticut State University.

Director of Emergency Food Assistance
Randy Emerson
Randy has dedicated the past 30 years to providing food and nutrition assistance to families in need throughout the State of New Hampshire. During this time, Randy has served as the statewide Director of The Emergency Food Assistance Program (TEFAP) for Community Action Program Belknap-Merrimack Counties, Inc. (CAPBM). Establishing and fostering partnerships with local community nonprofit organizations and other stakeholders has been a critical part of this effort.
Randy oversees food procurement, storage, and logistics for ongoing statewide food distribution efforts. As a lifelong resident, Randy especially appreciates the scenic beauty of New Hampshire and the dedication of the people he meets and works with.
Beth Heyward

Beth Heyward
Beth has worked in the non-profit sector for most of her professional career. Starting in direct support for a small non-profit and working her way into management. Beth has been with Community Action Program Belknap-Merrimack Counties, Inc. (CAPBM) for over five years.
Originally serving as the Energy Director and now as Director of Strategy and Planning, which includes overseeing the CSBG funding and reporting for the organization. Beth is the agency's certified ROMA Implementer. Beth is also responsible for the oversight and operations of the Housing Stabilization Programs.
Beth has her associate’s degree in Public Relations and bachelor’s degree in Business Administration. She also earned her Master of Business Administration with a graduate certificate in Non-Profit Leadership from Southern New Hampshire University. She recently received her certification in Strategic Performance Management from Suffolk University.

Transportation Director
Terri Paige
Terri has over 15 years of direct service and management experience in public transportation. She started her Community Action career as a Mobility Manager and Regional Transportation Coordinator for Community Action Program Belknap-Merrimack Counties, Inc. (CAPBM).
Terri currently serves as the Director of Transportation for CAPBM. She is responsible for all aspects of the administration and operations of the Concord Area Transit (CAT) and Mid State Transit (MST) transportation programs. In her position, Terri promotes enhanced and facilitated access to transportation services, including integration and coordination of services for individuals with disabilities, older adults, individuals with low English proficiency, low-income individuals, and the general public.
Terri is a voting member of the NH State Coordination Council for Community Transportation, Vice-Chair of the Mid-State Regional Coordination Council for Community Transportation, and the NH Transit Association Treasurer.
In addition, she has completed National Transit Institute (NTI) training in Passenger Assistance, Customer Service, and Comprehensive ADA Paratransit Eligibility. She is also a certified trainer for the New Hampshire Rural Transit Assistance Program (NHRTAP).
She provides Passenger Assistance, Defensive Driving, and Emergency Evacuation training to transit bus drivers operating in New Hampshire.

Heather Patton
Heather has over ten years of experience working with children and families in comprehensive service coordination utilizing a family-centered approach.
Her roles have included supporting families in understanding their child’s needs, empowering families to be their child’s best advocate, building their confidence in being their child’s best nurturer and teacher, building partnerships within the community, and creating and implementing early childhood curriculums.
Heather started her career as an early childhood teacher before becoming a Certified Early Intervention Specialist and Clinical Team Leader in Massachusetts. She joined the Community Action Program Belknap-Merrimack Counties, Inc. (CAPBM) team in June 2021.
Heather obtained a bachelor’s degree in Communication Sciences and Disorders with extensive coursework in Early Childhood Development.
Heather is excited to be part of a team where she can continue her career in empowering families and be part of an agency whose mission and services have a powerful impact on the community.

Susan M. Wnuk
Susan has over 35 years of experience working for non-profit organizations administering health care, nutrition, and human services programs.
For over 30 years, Susan has been the Community Health and Nutrition Services Director at the Community Action Program Belknap-Merrimack Counties, Inc. (CAPBM), overseeing WIC, Commodity Supplemental Food Program, Senior Farmers’ Market Nutrition Programs, and Title X Family Planning Program services. She served as Northeast Region Local Agency Section representative to the National WIC Association (NWA) from 2013-2017 and was Chair of the NWA Local Agency Section from 2016-17. She currently chairs the Recruitment and Retention of RD’s in the WIC Task Force and Co-Chairs the Workforce Development Committee for NWA. She also is Chair of the NH WIC Directors’ Association.
Susan represents the NH Community Action Agencies on the Governor’s Commission to Address Child Hunger in New Hampshire and NH Refugee Advisory Council. In addition, Susan serves on Executive Committees for three regional NH Public Health Partnerships focusing on advancing the community’s public health needs.
